此错误是 TiDB 产品组件内部 gRPC 探活导致，除打印日志外无其他业务影响。

表现出产品行为是 tidb.log 会间歇性出现该 error 报错，触发原理为当 gRPC  PermitWithoutStream （代码硬限制，非用户可调）设置为 true 时，gRPC Client 与 gRPC Server 间即使无活跃连接也会发出探活请求，2 小时内 ping 超过 2 次即打印该日志。

另外在使用 Lightning、BR 等工具时，也可能会有相似的 error log 产生，目前可以忽略，后面会 fix，减少这类日志的打印。
