### 2025-11-10 Renaming TiDB Cloud Serverless to TiDB Cloud Starter

All references to `TiDB Cloud Serverless` have been renamed to `TiDB Cloud Starter` from API level:

See functions in [`src/lib/api/labs.v2.ts`](src/lib/api/labs.v2.ts)

- `refineLabMeta`
- `refineLabInstance`
- `createLabInstance`

In other frontend codes, only `TiDB Cloud Starter` should be used.
