Mirrors the Credits notify binding pattern. Idempotent: each action is matched on (processDeveloperName, actionEvent, apiName) against the EXISTING (UI-built) regional process; a region whose process is absent is skipped, never inserted. The Seed Dispatcher selects this module for staging only through staging.account_notify.post_credits_approval; its reviewed adapter reuses apply_account_approval_notify_seed.py internally. EXP is excluded because it applies neither the reference-data Account_Approval_Waiting template (the Flow's templateId) nor the UI-built regional processes this binds to. Production has no Catalog invocation for this binding: multi-prod applies only the pack + reference-data (not this seed), and the Setup UI creates only NODE-SCOPED StepApproval actions -- it cannot create this process-level (processNodeId-empty) binding. Production delivery requires a separately reviewed production profile invocation and Dispatcher scope change; operators must not bypass the Dispatcher by running the implementation directly.",
