"title": "Seed the Dated_Conversion_Rate__c reference table (142 currency period rows)",
"description": "Production seed of the dated currency conversion periods consumed by the Opportunity_Rate_From_Dated_Conversion flow (the production deploy path has no seed-dispatcher hook, so this bundle is the governed data path; USD needs no data — the flow short-circuits to 1). Fail-closed: apply-patch runs before the pack apply that first creates the table, so applying this bundle on the train that introduces the object fails the stage rather than reporting success with zero rows; apply it on a later train or run it standalone post-apply (--stage apply-patch). Until then the flow is inert for non-USD records (no rate rows -> Rate__c untouched, the pre-existing state). Ids are the same stable UUIDs the pack_reference_data applier derives, so this bundle and the non-production seed module are mutually idempotent; re-running updates rates in place and never duplicates rows. Neither path revives a soft-deleted row: 001 opens with a fail-closed preflight that aborts before its INSERT if a seeded Name or Id sits on a deleted row, matching the applier's own preflight. The guard lives inside 001 rather than a sibling file because production runs this file by hand, with no --patch-dir.",
