# AWS Activate Program — L3 Backlog (do when triggered)

**Trigger when any of:**

- Monthly applications > 20
- BizOps manual crediting > 2 hours/week
- Billing team ships stable credit-grant API

## L3-1: Auto match tenant

**Goal:** On ingest or nightly job, set `tenant_id` when `applicant_email` matches `tenant_reg.tenant_email` (or domain rules).

**Acceptance:** >80% of applications auto-transition `received` → `pending_review` without manual match.

## L3-2: Auto-approve rules

**Goal:** Low-risk rows skip `pending_review` human step.

**Draft rules (confirm with BizOps + Partner Lead):**

- Region = EMEA
- First program credit for org (no prior `credited` with same email domain)
- `credit_amount_usd` ≤ policy cap
- Not free-email domain (`gmail.com`, etc.)
- Not on blocklist

**Acceptance:** Audit log shows `auto_approved` in `payload_json`; manual queue only exceptions.

## L3-3: Billing API credit grant

**Goal:** `approved` → API call → auto `credited` on success.

**Dependencies:** Billing/Console team API spec, idempotency key = `application_id`.

**Acceptance:** BizOps only handles API failures / edge cases.

## L3-4: EMEA Daily Intelligence Brief linkage (L4)

**Goal:** After `credited`, feed activation nurture into [EMEA-Daily-Intelligence-Brief.sql](EMEA-Daily-Intelligence-Brief.sql).

**Changes:**

- Add `aws_activate_credit_at` to tenant enrichment
- Rule: credited + no `first_query_executed_at` within 3 days → `plg_nurture` or dedicated `aws_activate_activation` action

**Acceptance:** No separate Slack-only path; appears in Query 2 output.

## L3-5: Landing page binding

**Goal:** Apply only after TiDB Cloud signup (or embed `tenant_id` in Activate form).

**Acceptance:** SDR `stalled` rate trends down.

1. L3-1 Auto match (low eng, high ops savings)  
2. L3-2 Auto-approve (policy + eng)  
3. L3-3 Billing API (blocked on platform)  
4. L3-4 Brief linkage  
5. L3-5 Landing
