After Raft tier committed, this Raft Log from the RocksDB Raft instance is applied to the RocksDB KV instance.

This process is called Apply, and it's the last step. As long as the TiKV node where the Leader role Region is located completes the Apply step, then the client (such as TiDB server) write completes.
