Election Timeout, which indicates how long it takes for a node to initiate an elect when there is no owner. The corresponding parameter is `raft-election-timeout-ticks`, and the default value is 10. Another concept is heartbeat time interval, which indicates the number of ticks passes when a heartbeat is sent. The corresponding parameter is `raft-heartbeat-ticks`, and the default value is 2.

Note that both of these parameters are expressed using the number of ticks, and the length of time corresponding to an tick is represented by the parameter `raft-base-tick-interval`, and its default value is 1 second.
