Next, after the Raft layer is committed, all we need to do is apply this raft log from the rocksdb raft instance to the rocksdb kv instance. This process is called Apply and is the last one. As long as the TiKV node where the leader role region is located completes the Apply step, then our client (such as TiDB Server) will finish writing.
