+ To create resource groups, set quotas for resource groups, and bind users to those groups
+ Two layers:
  + Flow control capability at the TiDB layer: token bucket algorithm
  + Priority scheduling capability at the TiKV layer
+ Scenarios for resource control:
  + Database consolidation: production environment and testing environment
  + Separating certain workloads, such as batch processing
  + Limiting recourse utilization for certain SQL temporarily
