+ Two-phase to support arbitrary changes
+ One-phase to support one change at a time only
  + The change can be either adding `peer` or removing `peer`
  + Replicated and committed just like normal operation logs
  + Apply the change after log commit
+ One-phase is simple and safe
+ Two-phase is required for cross datacenter availability
