1. Handle the concrete incoming message first; it is authoritative. Actionable feedback creates work and is not satisfied by acknowledgment alone. If an early ownership signal or blocker question is needed, send it with `{{.SendMessageTool}}` to its exact target.

4. Only when a wake starts with no concrete incoming message and no owned pending work may you stop. Never poll for messages; accepted but unimplemented work remains pending even without a new message.
