The #1391 budget expansion was a scope misunderstanding and was never deployed. All pipeline, scenario, Worker/Bot, Agent9 request and stale-job recovery values are restored to the pre-#1391 baseline. Final time presentation and explicit TopSQL limit=5 guidance remain. No replay success is attributed to this withdrawn proposal.
