1. make a operation record in pool/eks-freetier/operation.log
2. modify the pool/eks-freetier/changelist, replace the region name in the file. 
3. make a PR

## Release a new aws-shared-provider version

1. make a operation record in provider/aws-shared-provider/operation.log
2. modify the provider/aws-shared-provider, replace the release tag in the file.
3. make a PR
