### TiDB Pool Lifecycle

- Fixed TiDB upgrader handling for pools whose `min-pool-replicas` is `0`.
  When old assigned TiDB pods still exist, the upgrader now requires one new-revision
  free pod and asks the manager to create it if missing, so image upgrades can
  roll forward even when the pool normally has no warm free pod.
  It also avoids treating `min=0` as an abnormal-pod limit of zero.

- Changed TiDB scaler free-cache retention semantics for zero-min pools.
  When a pool has `min-pool-replicas=0`, free TiDB pods are now reduced toward
  zero instead of being retained up to the configured max cache size.

- Set dev TiDB pool minimum sizes to zero for `dev-us-east-1-f01` and
  `dev-ap-southeast-1-f01`, including default and VIP pools. The manager Pulumi
  config validation now accepts zero for the default and VIP pool replica config
  values used by these stacks.

### CI/CD

- Added PR image-build gating based on Go-related changes, so non-Go-only PRs
  can skip image builds.

- Added an image build matrix that can build only the image targets affected by
  a component change, while still building all targets when `run-e2e` is selected.

- Made the image build matrix dependency-aware by deriving Go package dependencies
  for each image target with `go list -deps`. Shared Go package changes build
  every dependent image, and unknown Go package changes fall back to all image

- Stabilized build-matrix workflow outputs and follow-up behavior when checks are
  skipped, so downstream image build decisions still evaluate consistently.

- Stopped generating PR coverage reports by default. Coverage can still be run

### Dev Operations

- Added a manual GitHub Actions workflow for cancelling stuck Pulumi locks on
  the dev manager stacks. The workflow logs in to the Pulumi GCS backend and runs
  fixed-stack `pulumi cancel` commands after an explicit confirmation string.

- Extended the same dev Pulumi lock-cancel workflow to include gateway stacks for
