This checker is designed for check the tierUnit.storage.throughput against AWS EC2 instance EBS throughput baseline.


## tier integrity checker

the `tier-integrity-checker` check integrity of tiers. See rules below.

* All tiers exclude on GCP, serverless and non-whitelist should have both X86 and ARM based tier units.
* All tiers have both ARM and X86 tier units, should put x86 tier unit first.
