take a backup of current tc
kubectl get tc -n ${NS} -o yaml > tc_backup.yaml

# edit tidb config like below

# [prepared-plan-cache]
#   capacity = 1000
#   enabled = true


kubectl edit tc -n ${NS}

# wait the upgrade complete
kubectl get po -n ${NS} --watch
```

- Impact:
tidb will roll update

- Recovery operation: `kubectl apply tc_backup.yaml`
