- Cause: for clean up unused network
- Operation: 
`network-clean` binary build by pr `https://github.com/tidbcloud/infra-provider/pull/1069`

in bastion machine:
```bash
export KUBECONFIG=infra-api.kubeconfig
./network-clean --dry-run=false
```
- Impact: if user create cluster in these network maybe timeout
- Recovery operation: `NONE`
- Time window: `Wed Nov  9 17:32:07 CST 2022~ Wed Nov  9 18:00:00 CST 2022`
