## What Happening
用户希望的 TiDBCluster集群副本和实际的不符。常见的情况有扩容失败或者超时，某个 TiDB 的节点因为异常挂掉没有补回来。

> 实现细节: central 去获取当前集群希望的副本和实际的副本，返回两个 metrics，如果两个值长时间不匹配则触发报警
