## What Happening
TiDB 集群在 1 个小时内没有删除完成

> 实现细节：目前用户在执行删除集群后会标记 TiDB 集群的状态为 deleted，然后后台不断的去删除 TiDB 集群相关的资源，当集群删除后会标记状态为 cleared，如果某个集群长时间处于 deleted 状态，则触发报警
